We believe an inspector general would fix these gaps by independently receiving waste, fraud and abuse allegations; selecting investigators without involvement from officials responsible for the affected organization; maintaining independent investigative files; and reporting findings to an oversight body (and Congress) rather than to the management chain implicated by an allegation.
